WhatsApp Pricing Changes October 2026: What to Know
Table of content
Before you panic: if you use regular WhatsApp or the WhatsApp Business App, this doesn’t affect you. The change applies only to businesses on the WhatsApp Business API (Cloud API).
And yes, it’s official: Meta has confirmed it in its documentation. From October 1, 2026, the way you’re charged for API conversations changes. Behind the change is a clear bet from Meta — that every business should have an AI agent, the Meta Business Agent, that can serve, sell, and resolve on its own. Don’t panic: the per-message costs are low, there are ways to keep them in check, and there’s some good news too.
In short
So you don’t have to read the whole thing, here’s what changes:
- The templates (marketing, utility, authentication) stay the same. They cost based on template type and destination country. Nothing changes there.
- What’s new: replying to a customer now costs, and it depends on who replies.
- If a person or a third-party AI replies, it’s a “service message.”
- If a Meta Business Agent replies, it’s a token charge only. The table below sums it up.
- Your Meta bill may go up, but it’s a structural change in how you communicate — not a random surcharge — and you can control it.
Who replies decides what you pay
This is the key table. Everything else flows from it:
| How you reply to the customer | Category | When does Meta charge? | How it's charged |
|---|---|---|---|
| With a template (to start the conversation) | Marketing / Utility / Authentication | Already charged* | Per message, by country |
| A person or a third-party AI (ChatGPT, Azure, etc.) | Service message | Oct 1, 2026 | Per message (= utility/auth rate) + you pay your AI separately |
| Meta Business Agent | Meta Business Agent | Aug 1, 2026 | One token-based charge (includes AI + delivery): ~4-5¢/message |
Utility templates sent as a reply inside the 24-hour window also start being charged on October 1.
The three dates that matter
| Date | What happens |
|---|---|
| July 1, 2026 | Meta Business Agent launches (free at first). |
| August 1, 2026 | Token billing for Meta Business Agent begins. |
| October 1, 2026 | Service messages and utility templates sent inside the 24-hour window start being charged. |
Is the free 24-hour window gone?
This is where a lot of people get confused. The 24-hour window doesn’t disappear: it’s the time you have to reply to a customer without a template, and it resets each time the customer messages you again. What’s gone is that replying inside it used to be free. From October 1, those replies have a cost.
From October 1, there’s no free way to respond inside an open conversation — whether the reply comes from a person, a template, or AI.
How much will it cost?
According to Meta’s official documentation, service messages will cost the same as utility and authentication messages in each country — no more, no less. Meta will publish the exact per-market rates by September 1, 2026, so check the official price for your country before budgeting.
What we do already know is the Meta Business Agent price: it’s billed per token, at a global rate. Because the cost depends on the complexity of each reply, here are examples from Meta itself:
| Type of interaction | Customer example | Messages | Estimated cost |
|---|---|---|---|
| Simple inquiry | "What time do you open?" | 4 | ~16-20 cents |
| Complex interaction | "I'm stuck on step 3, can you help?" | 10 | ~40-50 cents |
Meta charges $2 USD per 1 million tokens. One message consumes ~20,000-25,000 tokens, i.e. ~4-5¢. You pay in proportion to complexity: simple replies cost less, rich replies cost more.
So is the Meta Business Agent better than sticking with a third-party AI? It depends on your volume and complexity. This example from Meta compares 10,000 AI-powered replies (using Brazil rates):
| Service with simple AI | Service with complex AI | Meta Business Agent | |
|---|---|---|---|
| Cost per message | ~2-3¢ | ~9-10¢ | ~4-5¢ |
| 10,000 messages | ~$268 | ~$968 | ~$400-500 |
Does this affect you?
Yes. If you send messages through the WhatsApp Business API, your Meta bill will go up — but with low per-message costs, and it applies whether or not you use Meta Business Agent. These charges are on the API, not the free WhatsApp Business App or WhatsApp Web.
But leaving the API isn’t the answer: it’s what gives you automation, a shared team inbox, broadcasts, and integrations the free app can’t. The smart response isn’t to send fewer messages. It’s to make every conversation count.
How to keep your WhatsApp costs down with Sanuker
At Sanuker our commitment is to our customers, and we’re already helping them optimize their conversations. A few recommendations:
- Turn your flow-tree chatbots into WhatsApp Flows. A flow that collects several details in a single interaction replaces many back-and-forths — and every back-and-forth you save is one less billable message.
- Design the conversation, don’t just automate it. Clear menus, good handoff rules, and answers drawn from an accurate knowledge base get customers what they need faster — which is cheaper and better at once.
- Use Click-to-WhatsApp where it fits. Conversations that start from a Click-to-WhatsApp ad keep a 72-hour free window, wider than the standard 24 hours.
- Review your AI chatbot and avoid paying twice. If you reply with a third-party AI (like ChatGPT or Azure), you pay on two sides: the service message to Meta and the tokens to your AI provider. The Meta Business Agent bundles it into one charge. It’s not always cheaper — a simple AI can cost less per message — so it’s worth comparing based on your volume and complexity.
This is where Sanuker helps. You can build AI-led conversations that resolve efficiently, connect them to your own systems, and keep every chat in one shared inbox — so the new pricing works in your favour, not against you.
FAQ
Is this change official, or could it still not happen?
It’s official. Meta confirmed it in its pricing documentation: token billing for Meta Business Agent began on August 1, 2026, and service messages start being charged on October 1, 2026. The only thing not yet published is the exact per-country rates (out by September 1).
Does the 24-hour window disappear?
The window doesn’t disappear: it stays the same and resets with each customer message. What changes is that the messages you send inside it now have a cost.
Does this affect the free WhatsApp Business App?
No. The new charges apply only to the WhatsApp Business API, not the free WhatsApp Business App or WhatsApp Web.
Do I pay even if I don’t use Meta Business Agent?
Yes. The October change applies to every API account, whether or not you use Meta’s AI agent.
